Create a non destructive drawings in Toonz raster level like Clip Studio Paint's "Vector Layer" option. #4533

Thanks for the feature request @Holyman89 In a few ways, this looks like the same request as in #535. (but see below)

Until such a time as the underlying processes are updated, currently the primary means of non-destructive rotation is via use of Animate Tool. There are no developers known to be actively working on this.

You mention 'vector layer option' in your title and this brings questions to my mind. If using vector levels then the strokes/objects should be getting fairly accurate representation when rotating, scaling, skewing, etc. It appears you are comparing smart raster to vector and that will not be a reasonable comparison. Raster and Toonz raster levels don't have the same resolution independent capability that vector levels have.

I must assume you know that you can use vector levels and raster/toonz raster levels all on the same frame to get the benefits of each of those level types. Vector brushes, which can be created inside Opentoonz itself do get rasterized to some extent. I don't know enough about that to state anything beyond being curious if you have worked with custom vector brushes in Opentoonz.

I do imagine that Clip Studio, Krita and other software that have had more recent updates to brush engines likely does much better with transforms in a non-destructive manner. Opentoonz has not had any updates in that regard in a long time (with exception of mypaint).

Perhaps you can add some additional information to refine your request?
