It does not - but the Tahoma2D fork of OT will have one in the upcoming 1.4 release. You can check it out ahead of time in the nightly builds. It is pretty great.

Very niche feature that I don't see being used often (to me it is more of a design tool than a practical animation tool), but I guess it also doesn't really hurt.
Yes, it is very much a design tool.
It's also great for animating to music. Not that you can hear it with the gif. You don't need a symmetry tool to do something like this, it's just significantly faster with one.
