Are you using the Droidcam Pro version? I don't know much about the application but I believe the free version limits resolution.
From their website:
DroidCamX Pro Features: – Switch to HD Mode for 720p/1080p high definition video. – Camera controls: toggle light, enable continuous auto focus, zoom in/out. – Rotate, Flip & Mirror the video to better match your setup. – Adjust brightness, contrast, add video delay and adjust audio volume (Windows). – USB-Only mode for extra privacy and security. – Option to auto-mute phone calls. – No Ads.
Yes, I tried the regular version first and when it worked the way I wanted I upgraded to the pro and Opentoonz stopped receiving the signal unless I switched back to the 640x480 resolution. As I said I don't think it's a problem with Droidcam because other programs got the signal at the full quality but I don't know.
To be clear it didn't stop working completely when I switched to the pro. It only worked on the lowest resolution, pro version or not.

I am trying to use DroidCam to make my phone a webcam and then use the webcam for the camera capture feature. For some reason when I use a really low resolution (640x480), it captures but when I try to make it 1080p or 720p it can't find the camera and the program slows down as if it's trying to load it but can't. Is there anything I can do to try to get it to recognize the camera? I don't think it's a DroidCam problem because other programs recognize the camera.
