Limit tripline-based speed estimates to arterials.
Non-arterial roads tend to have poor speed estimate accuracy as a result of noise and crosstalk with nearby heavily-used roads.
New strict criteria for acceptance of GPS segments for generating speed samples seems to have mitigated the crosstalk problem tot he point where this is unnecessary.
