Remove`\routers\{routerId}` from the path of all endpoints #4052

We discussed this at todays developer meeting and decided that we will remove the \routers\{routerId} from all API paths in OTP 2.2.

THIS IS A BREAKING CHANGE !!!

In today's dev meeting I suggested that the new path for the GTFS GraphQL API should be /otp/graphql/gtfs/v1.

@t2gran has said he will look into it and come up with suggestions.
