Create a conda-forge package for the UCC library. #950

I have created a PR against the conda-forge staged-recipes repository to get us started. Please take a look: https://github.com/conda-forge/staged-recipes/pull/25886.

I have also included the maintainers from the conda-forge UCX package as maintainers for this library. Please declare your willingness to be listed on this repository on the PR. If you are not interested in being listed as a maintainer for UCC please let me know here.
