<select multiple> anatomy is incomplete

• The <select> anatomy shouldn't have a button slot or part when it's in the 'multiple' state.
• Some events are missing for <select multiple>, e.g. Shift+Up to add the above option to the selection, or control+click to toggle selection on that option. See https://developer.mozilla.org/en-US/docs/Web/HTML/Element/select#Selecting_multiple_options

Could this be a separate <listbox> element, for example? I've always found it strange that <select> has two very different UIs depending on selection mode.

I think that we are going to have to rearchitect the anatomy for select multiple when it comes time to start designing it as an upgrade for <select multiple>.
