[invokers] Add media invokeaction for remote playback control? #948

Along the same lines as #947 and #916

Should we add an action for triggering remote playback prompt UI? (See https://developer.mozilla.org/en-US/docs/Web/API/RemotePlayback/prompt)

Could be useful for custom video player UIs
