Create initial fundraising plan #22

This issue tackles finding funds for Open Ulmus through open collective and other crowdsourcing platforms. We to find a way to support our daily operational costs through a collective. Issues that relate:

Since Open Ulmus could be looked at as a subproject or flavor of ELMS (and any new features/functionality/docs/etc will be contributed back to the mothership), possibly we should direct our fundraising efforts (once we put together a plan) to https://opencollective.com/elmsln

Then a % could flow to the Open Ulmus project team via it’s collective. That way the hosting cost could be recouped from funds coming into the ELMS collective. Also can dole out incoming funds to support the overall ELMS project.

We’ll also be able to collect and send a % of funds from Open Ulmus once the service is up an running… but initially I think ELMS already has a lot of name recognition and value to multiple communities.
