Convert <p> tags to carriage returns #23

Right now, we're stripping out <p> tags, the effect of which is that we lose some carriage returns, e.g., in definitions. (See § 5.1-89, which travels as 5K0Y-PS80-004G-K00J-00000-00.xml in the 2016 XML). Without them, it'll be impossible to identify definitions. (They'll all blur together into a single paragraph.) Replace paragraph tags with double carriage returns.

Huh, maybe not? That example looks fine, in the output.
