New polars version & misc improvements #42

Fixes gtfparse by narrowing the range of Polars versions and using updated API correctly.

Also:

adds code of conduct from other OpenVax projects
gets rid of Makefile and splits its functionality into test.sh, lint.sh, develop.sh, deploy.sh
replaces setup.py with pyproject.toml
adds pyarrow dependency

Should fix https://github.com/openvax/gtfparse/issues/41, https://github.com/openvax/gtfparse/issues/38, https://github.com/openvax/gtfparse/issues/36.
