Details:

Base Ubuntu image 22.04
Strelka 1 -> Strelka 2, installed with conda
OpenVax Python stack update: vaxrank 1.0.0 -> 1.4.0 (also necessitated bumping other tools in the stack)

Removing a few things for now:
