Document PKG_CONFIG_PATH setting phase in right place per https://github.com/openvenues/jpostal/issues/2 which is proven to work in my case too.

Thanks @jaewoongchoi1! It looks like there've been a lot of issues on Travis CI builds related to their now-default Ubuntu Trusty images not supporting Java 7: https://github.com/travis-ci/travis-ci/issues/7884. Moving our default image back to Precise, and giving the pkg-config instructions a section in the docs in a different PR.
