Add AstypeAnnotations Transform

Summary

Add AstypeAnnotations Transform
Convert Tabular annotation type to Label annotation type
- From Categorical to Label
- From str, float, int to Caption
Transform item with converted annotations
Set LabelCategories based on converted Label annotation
In this case, we support default setting which means mapping=None
Dataset status
- as-is
- to-be
