Only python implementation for now.

SAM encoder/decoder are implemented as Model subclasses
Prompters are standalone entities that operate by encoder/decoder
No prompter parameters are exposed to user, because there is no experiments demonstrating their impact available for review.

Usage sample / docs come in the future PR
