pip install openvino-dev==2022.3.2

Build issue description

I have built openvino runtime 2022.3.2 on Orange Pi to run the openvino model with NCS2. However, when I try to install openvino-dev compatable with openvino runtime 2022.3.2 it shows me an error that there is no such openvino-dev. It suggests me that I can only version higher 2023.

Is there no way for me to make it work?
