Adapt packaging logic to understand github project structure

Previously, the packaging logic would generate changelogs based on a fixed commit message structure (<ticket id> - <short change description>) which would then be translated in correct changelogs that are included in all packages. However, at this point, there's not commit message requirement anymore, nor can the logic handle possible references to github tickets.

The purpose of this ticket is:

• Decide whether we still care about the changelog that is included in the packages
• Decide on whether we want to (re)introduce mention (github) ticket numbers in commit messages (e.g. <github ticket id> - <short description>)
• In case we do want this, make sure the packaging logic understands the change in format (#<number> instead of OVS-<number>)
