Local dev performance issues #621

Expected Behavior

When running wallet server code locally, performance should be comparable to running it in an external wallet server.

Actual Behavior

It is noticeably slower.

Steps to Reproduce the Problem

  1. Change wallet server url to "dev:"
  2. Run an issuance workflow
