Intermittent failure when endorsing new DID #84

How to reproduce:

Connect author to endorser
Set connection to active and ManualEndorse on endorser end
Request endorsement for new public DID on author

The transaction is never received by the endorser service API, but it shows in its agent's transaction list and it is necessary to manually endorse the transaction in the agent's API to continue.
