Devcontainer and dependency updates #98

This turned out to be a much bigger change than anticipated:

switched to using poetry and consolidated all requirements in pyproject.toml to centralize dependencies
updated all dependencies, and completed upgrade of SQLAlchemy and Pydantic
Added a devcontainer to make it easier to run the project
Added debugger support, with hot reloading

Leaving the PR in draft for now as I am still sorting out some issues with the BDD tests

Opening this for review. BDD tests @Endorsements-006 and @Endorsements-007 are failing, but I have not been able to determine why since there is no stack trace logged in the endorser service when this happens.

I have logged #99 and #100 to deal with the missing bits, rather than dragging this (already bigger than expected) PR along for much longer.
