Export tools and repo restructuring

• It restructures the repo so additional tools can be added outside of the upgrade.
• It adds a tool for exporting a wallet to a json file.
• The new tools follow the same pattern as the existing upgrade tools and copies some of the same code, but has separate classes because they are simpler and don't want to extend the same base classes.
• The readme, tests and demos will be in the subdirectory of the tools.
• The pyproject was renamed to askar-tools instead of acapy-wallet-upgrade because it describes the project overall better.
  • Adds e2e tests for the new tool

Notes

• There is quite a bit of duplicated code with testing. I'm considering doing some inheritance stuff here but I'm not sure it's worth the effort right now.
• There was some stuff updated in the existing upgrade tool, mostly just to get the e2e testing working because it used an older version of the minimal controller tool managed by indicio.

I'm opening this for visibility. I still want to add a bit more extensive tests. Testing sqlite has been harder because the db is inside the container, making restart testing more challenging.

I'm still working on this and re-reviewing what i've done but I want to get it open in case anyone has any comments/suggestions.

After adding more thorough testing I have noticed a problem with existing connections after the conversion.

I have changed this to remove the mutlitenant converter due to a problem that may take some time to fix. The only tool is now the export tool. I think this should be pretty close to being ready.
