Bump the AnonCreds RS Version to 0.2.0-dev1 in the anoncreds-rs branch #2506

The latest AnonCreds RS has been tagged and released.

This version contains the new AnonCreds implementation of CL Signatures, replacing the Ursa implementation.

Please update the anoncreds-rs branch of ACA-Py with this new release, applying the same changes made on the main branch to that branch -- notably, the items from this PR #2302 (Update to Indy Credx 1.0.0).
