Release planning - 0.11.0 and beyond

Here is a summary of the plan for upcoming ACA-Py releases. Details to be added, but here is the short version:

• ASAP - 0.11.0-rc0 from the main branch
• 0.11.0-rc1 and 0.11.0 final from the main branch plus the PR tagged with the 0.11.0 label
• Add into the main branch code to enable ledger agnostic AnonCreds
  • A manual merging of the code in the anoncreds-rs branch of ACA-Py.
• As needed, 0.11.x patch releases of items that must be published.
• A breaking change release -- likely called 1.0.0 of ACA-Py from main with support for ledger agnostic AnonCreds
  • It is almost certain that in this release support for the Indy SDK will be dropped entirely

This will be presented/discussed at the ACA-Pug meeting this coming Tuesday, Oct. 31 🎃 at 8:00 Pacific / 16:00 Central Europe.
