Document the documentation site generation process #3212

Add some documentation to the process for generating the https://aca-py.org website and the idiosyncrasies that are used in managing the content. Mostly for me, until we get some improvements to the publish-docs GHA. No rush -- I'm making sure the process is right, so the current manual effort isn't too painful.
