Did management design #3320

There was some initial documentation on the proposed did management design here https://hackmd.io/06YnFvnVQLyP_BzGQjEdIg?view#Proposed-Solution-Technical-Architecture.

We should have a more formal and detailed document specifically for did management we can collaborate and agree on. This ticket will be to start that document.
