For use running the mediator and load tests locally.

ToDo:

Add scripts to automate initialization of the local load testing environment.

@swcurran Its a feature in VSCode and I think they document it quite well.

OK — I got it running without that. However, I’m getting an exception in Locust and no stats. However, everything seems to be running and is pretty zippy.
