Replace atmosphere -> fire wind interpolation by mass-consistent approximation following the terrain.

@fergui @Aurel31 There is no branch develop-5 but there are branches develop-18 develop-18 develop-18-chpc-dvm develop-18a and all activity was there. Linking for reference, PNETCDF is not the only way of doing this and no longer my favored one, it was just an experiment, so #18 is basically a subissue.
