update fuel moisture code for current python version #23

Currently wrfxpy/rtma_cycler.sh in new installations fails because of a python library/version problem. Need to make it work again. Also update installation instructions for whatever changes in python happened since it worked last.

Needs old Anaconda2-4.3.0. Current Anaconda2-5.1.0 refuses to install basemap.
