ignition radius in wrfxpy #33

Ignition radius and ros are hardcoded. Should be taken from input json with current values as default for backward compatibility. Also in wrfxctrl make jsons with ignition radius and ros,

Done in 8d116d923b517ca6a127d849253d64826d8af227, ignition radius and ros taken from input json, optional with old values as default.
