convert_geotiff integration in forecast workflow #53

Use convert_geotiff routine implemented on src/geo to process GeoTIFF fire-grid data using WPS v4.2 in forecast workflow:

Give the user the ability to set a path to fuel and elevation GeoTIFF data.
Process GeoTIFF into geogrid data similar to convert_geotiff using wps_domains information (bounding box).
Include new information into GEOGRID.TBL prior to run geogrid.exe.

Because we need to compute bounding box from domains, I noticed some errors on ij_to_latlon and latlon_to_ij in wrf/wps_domains.py. That's being solved on issue #54.
