Fetch routes shenanigans - resolves issue #3 #14

Don't quite have fetching from ARCGIS figured out within client code, but I did finally rewrite make_routes in javascript. This can be run using node, and very strongly apes others' work from make_stops.js

I attempted to update the routes, but it still appears we have some stops all by themselves w/o a route.
