Groups feature as requested in issue #23

I'm sending this on a separate branch that will be tested on Provincia WIFI starting from tomorrow.

We can push it on owtb2 too.

this pull request includes an user management interface too (issue #4), unfortunately I was not able to send them in two different patches because my work on issue #4 has been discontinued over time.
