[enhancement] Use FreeRADIUS 3.2 for installation #401

The role installs FreeRADIUS 3.0.x which fails on Ubuntu 22.04.1 because libjson-c4 package is not available.

Moreover, the FreeRADIUS documentation does not mention support for Ubuntu 22.04 for FreeRADIUS 3.0.

We should update the role to install FreeRADIUS 3.2
