[feature] Allow configuring vxlan to use always same unicast interface and same vid #32

Related to https://github.com/openwisp/openwisp-controller/issues/784.

In some cases the vxlan automation may reuse the same interface, allowing multiple clients to connect to the same interface using the same vid.
