[change] Remove docker hub publishing #277

Removes docker hub completely to avoid confusion.

I also felt like renaming the secret DOCKER_USER to GITLAB_DOCKER_REGISTRY_USER is appropriate. Somebody of you needs to to that, before merging.

Thank you for your collaboration @Bixilon, but taking care of docs and CI is the maintainer's job and must be discussed before being worked out. I recommend focusing your effort on specific technical issues, that's where your help will be most effective.
