Bug: It was not possible to change the ordering of the applied templates from the device's change page.

coverage: 99.006%. remained the same when pulling 74fbc025a2ff836be728e8298aa7f5f5be778924 on fix-template-re-ordering into 226442c47be5031e64033ae44c8b00aaf2623c68 on master.
