Look good to me. Can we merge to master and tag a release?

This shouldn't get merged to master. All the changes related to python 3 and other updates are all there already.

This branch still has the altered herm_full_edgelist.csv (which should be chaned at the level of c302, not the csv file) and some changes in the tuning code that I need to check with @lungd to see if they're needed.

We could certainly tag this commit and @lungd fork this for future updates.
