stuck queue #138

experiment queue becoming stuck has occasionally been observed on OSB, but it is not known how to reproduce this.

collecting notes:

[ ] may be necessary but not sufficient that multiple users are try to run experiments
[ ] could this condition possibly fail at some point? == is fine because this is an enum, but the reason for the check is unknown and if it fails then experiments appear queued without being added.

@mattearnshaw was this solved on the neuroml side of things?

currently unknown, there was one fix on neuroml that should sort at least some cases but more testing is required to see if there may still be an issue in runmanager or elsewhere… I should write the testbackend tests for it...
