Ability to move/resize the help dialog #501

The Help dialog (top right button) can't be moved/resized. Would be useful to allow this, especially if the help dialog is to be left open while you interact with the scene/other widgets.

Should perhaps be updated to use window as used by other, more recent widgets?

The background scene can't even be moved when the Help dialog is displayed...
