Add Python CI test for the 'offset_' files #100

As @Ichoran mentioned here: https://github.com/openworm/tracker-commons/pull/95

All four .wcon test files starting with 'offset_' should represent the same spine points.

That means a test could be written that loads all these files and compares them using the equality operator.
