Complete tests #139

Here are a whole bunch of tests of WCON functionality. All readers should at least be able to read them. There's various internal structure so that things like unit conversions can be tested at least partly automatically.

The WCON files have not been validated; additional PRs can fix up anything wrong (and add any new features that are agreed upon).

This is great. For the Python 1.2.0 release I will make sure the Travis-CI tester is crawling the subfolders where your tests are stored and that the Python version passes the tests.

@MichaelCurrie - The tests may need to be fixed. I haven't ensured that the Scala version passes yet, and failures may be due to typos on my part. (I did a lot of typing.)
