Very minor but would it be better to call TestWcon.scala

I'm not sure. There's certainly no shortage of "Json" instead of "JSON" in names of JSON parsers for Scala. For example, the most commonly used JSON parser is part of the Play framework, and look how they capitalize things.
So I think it's sorta standard for the language to not necessarily follow strict capitalization for acronyms, and instead use CamelCase. If it is too jarring with the rest of the tracker-commons software, I don't think it would be a problem to change it, though.
Up to you. I don't think it's jarring one way or the other.
Also added a description of the feature to the long explanation of units.
