tools: enable SDK option to build more tools

Without the SDK option multiple tools are skipped, i.e. bzip2.

@aparcar this is only for macos. Did you notice broken tools on macos that our CI didn't notice?

For linux we select the config to build all tools. Maybe there is a problem with some dependency of bzip2?

In that case we should set the same option. Locally my macOS setup fails to build bzip2
