luci-app-rp-pppoe-server: Create PPPoE users through luci #2437

I talked about the inability for anyone to manipulate pppor-server settings through luci in #2431. What would be an even better thing to do would be to implement a feature that'll help in adding chap and pap users for pppoe-server.

That's a feature request, please re-title....Also it really needs someone who is interested in the package to submit a patch as it's unlikely to be worked on anytime soon.

I think this must first be implemented or ucifiyed into the https://github.com/openwrt/packages/tree/master/net/rp-pppoe package so we can easy add an uci interface in LuCI
