[23.05] pjproject: bump to 2.13.1, asterisk: bump to 20.3.0 #818

Maintainer: @jslachta Compile tested: 23.05-rc2 SDK Run tested: 23.05-rc2 on dlink dir-825-c1, made a couple calls, dtmf presses etc.

Description: Update pjsip to address 3 security advisories and update asterisk with it. All cherry-picks from master.
