SW-173 redefine BIER Type 15, 16, 17, 18 #11

Hi @jmmunoz86, we redefined the BIER-6LoRH as was proposed in the IETF draft https://tools.ietf.org/html/draft-thubert-6lo-bier-dispatch-00, this commit is for parsing type 15 ~ 18 in the draft:)
