Added project properties file for SonarQube analysis

Notes

The official community edition of SonarQube doesn't come with a C++ plugin
There is a community C++ plugin however available for download
- https://github.com/SonarOpenCommunity/sonar-cxx/releases
- This requires an older version of SonarQube (7.9.X)
