Request for comments on our high-level benchmarking strategy for OpenXLA.

Maybe add a section at the end for ongoing discussion points so that we can capture them and iterate at head.

@stellaraccident I've added a section to the end, and linked to this PR for any minor discussions that may not have made it in there. Could you squash & merge this? I do not have write access.
