update owners of OpenYurt

According to all maintainers's discussion a while ago, the detail info you can find in the issue #68 , we added inactive members and How inactivity is measured contents in community-membership file. then the owners of OpenYurt have some changes as following:

1. move the following maintainers into Emeritus Members list, express our deep gratitude for their significant contributions to OpenYurt.
