archive openyurt-helm repo and create charts repo. #20

In order to make the repo name more readable, it is a good idea to rename openyurt-helm to charts, because the org name: openyurtio has already included the word openyurt. repo name openyurt-helm include word openyurt is duplicated.

moreover, i want to use openyurtio/charts repo to host OpenYurt charts from v1.5.0.

The following Helm charts are hosted in the openyurtio/charts from v1.5.0.

yurt-manager yurthub yurt-iot-dock yurt-coordinator

openyurtio/charts repo has been created, and charts have also been uploaded. so i will close this issue.
